Demerit Point System

1. Demerit points will be awarded by the discipline committee for any offence committed
2. Demerit points awarded will commensurate with the severity, frequency or manner in which the offence was committed
3. Every student will start the academic year with zero demerit points
4. Boys who accumulate 20 or more demerit points will be caned
5. Girls who accumulate 20 or more demerit points will be given CWO hours or suspended from school
6. Graduating students who accumulate 20 or more demerit points for the academic year will also not receive a Testimonial from the school
7. Students Conduct grade in the report book will be calculated according to the demerit points accumulated up to that point.

Violations of School Rules & Their Consequences

Any pupil who violates the school rules will face consequences that commensurate with the severity, frequency and manner in which the offence was committed.

Type of offences

Category A Offences

• A1 - Late for class/lesson/school activity
• A2 - Improper attire/appearance
• A3 - Littering / spitting
• A4 - Bringing drinks / food out of designated areas
• A5 - Eating in classrooms
• A6 - Failure to perform classroom duties
• A7 - Failure to return utensils in the canteen
• A8 - Bringing electronic telecommunication or entertainment devices such as - Discman, MP3 or MP4 players, handphones, etc.

Category B offences

• B1 - Skipping school activities/lessons
• B2 - Late for school
• B3 - Misbehaving in class
• B4 - Disrupting class/activities
• B5 - Instigating others to commit offences
• B6 - Rude or disobedient to student leaders
• B7 - Use of rude/abusive/vulgar language
• B8 - Failure to sing the National Anthem and recite Pledge or Student Creed
• B9 - Lying
• B10 - Mischief

Category C offences

• C1 - Repeatedly defying any school rule/rules
• C2 - Threatening others
• C3 - Smoking/Possession of tobacco products
• C4 - Bullying
• C5 - Criminal use of force
• C6 - Consumption of alcohol/drugs/contraband substances
• C7 - Disobedience/Defiance/Rudeness
• C8 - Causing hurt
• C9 - Leaving school without permission
• C10 - Truancy/Wilful absenteeism
• C11 - Forging of signature/document
• C12 - Cheating during tests and exams
• C13 - Affray/Fighting
• C14 - Possession/Distribution of pornography
• C15 - Robbery
• C16 - Causing public nuisance
• C17 - Vandalism
• C18 - Theft
• C19 - Joining gangs
• C20 - Getting tattoos
• C21 - Breaking any statutory law
• C22 - Conduct unbecoming of a Xinmin student

Consequences For Offences In The Respective Categories

Consequences for offences in Category A include warning, suspension from class, detention, demerit points, confiscation and corrective work orders. In addition, students may be required to make appropriate restitution. For attire offences, immediate corrective action will be taken by the school, which will include cutting of hair, confiscation of unauthorised apparel or adornments.  Students may also be required to perform specific tasks that would serve to correct certain specific misbehaviour.  While undergoing suspension or detention, students may be required to write reflections, essays or a letter of undertaking promising not to commit the offence again and undergo in-house counselling by teachers. Repeat offenders may be issued with a formal warning letter which parents have to sign and have their offences upgraded to Category C.

For Category B offences, the punishments meted out are similar but more demerit points may be given than those in Category A. In addition, parents may be called in to school to meet with teachers to discuss the student’s behaviour. Students may also be referred for professional counselling or any other appropriate programmes deemed ft by the school management.

For Category C offences, over and above the punishments described in Category A and B, the punishments include additional demerit points, caning and suspension from school. In addition, they may be put on probation, during which they may be required to perform community services for a specified period of time. Serious offences that involve violation of the law may be treated as Police matters. Recalcitrant offenders may face expulsion from school.

The school reserves the right to suspend or expel any persistent or serious offender at any juncture.
